Operations & Maintenance Manager

The Operations & Maintenance (O&M) Manager provides leadership and overall management for operation activities, system-wide district maintenance, facilities management, emergency response, safety & risk program, and construction projects as assigned.  This position manages the operations and maintenance employees and contractors, develops process improvements related to workplace efficiency and predictive maintenance, collaborates with other administrative staff on projects, understands environmental best practices, conducts inter-agency communications; and manages operations of the flood management system under the standards and guidelines set by the district.  Direct reports include the O&M Supervisor and other senior members of the work group.  The position reports to the Director of Engineering and Operations / Chief Engineer.

Examples of Duties
Typical position tasks include but are not limited to: 

  • Overall leadership of the Operations team.
    • Provide direction by completing or delegating work that involves all aspects of the team’s responsibilities that manage the flood safety system: levees, pump stations, open channels, pipes, facilities, fleet, and property. 
    • Establish long-term strategic goals and metrics that support the team’s continual improvement.
    • Maintain a positive workplace environment and motivation for staff.
    • Manage the team’s budget preparation and administration.
    • Advance the district’s asset management program that addresses corrective and preventative maintenance needs.
    • Work collaboratively with supervisor to set direction on operations planning and system maintenance throughout the flood system.
    • Serve as an expert program resource in areas of responsibility by providing training and technical assistance
  • Supervision of direct reports and associated performance management tasks.
    • Manage senior members of the Operations team including work plan development, annual performance reviews, training, coaching, hiring, and other related performance management duties.
    • Oversee on-call monitoring schedule of the district’s SCADA system.
  •  Safety program leadership and risk management support.Serve as the point-person to manage the district’s safety program.
    • Develop strategies that help staff adhere to existing safety policies, and improvements that further advance the district’s safety culture and provide leadership. 
    • Coordinate plans and activities undertaken by the district’s safety committee.
    • Work proactively with other district staff and third-party administrators to address risk-management issues such as workers compensation and general liability claims.  
  • Compliance with federal, state, and local laws along with district policiesPartner with district procurement staff to develop contracts and provide administrative oversight for services required to support operational effectiveness, projects, emergency response, and related activities.
    • Work collaboratively with other staff to ensure the levee system remains in good standing with the U.S. Army Corps of Engineers.
    • Develop and implement environmental best practices water quality, energy conservation, and vegetation management.
    • Track work of the safety committee and other staff as assigned to complete safety improvements to ensure district’s compliance with all OSHA requirements and district-specific safety policies.
  • Administrative responsibilities to support team
    • Serving as the primary liaison between the Operations team and other work groups throughout the district.
    • Contributing to and implementing the district’s equity program.
    • Participating as a key team member within the district’s emergency response plan and procedures prior to and during incidents.
    • Ensuring timely and accurate completion of financial processes, training requirements, performance evaluations, and other administrative practices consistent with best management practices.
    • Work with other district staff to effectively communicate with stakeholders such that the Operations team can effectively complete their responsibilities.
    • Respond to calls and questions from the public and agency stakeholders.
    • Present reports, recommendations, budgets, and pertinent issues for resolution to department heads and board members.
    • Support other district staff to obtain required contracts, permits, agreements for the Operations team to be successful.

Typical Qualifications
Knowledge of:

  • Principles and practices of program development and administration. 
  • Methods, techniques, equipment, and materials related to public works operations, construction, and maintenance found under Responsibilities.
  • Safe work practices, OSHA regulations, and safety equipment related to the work.
  • Effective supervision principles and techniques.
  • Regulatory guidelines used in public works.
  • Principles and practices of budget preparation and tracking.
  • Computer software such as MS Office, Adobe, accounting software, web-based tools (e.g., Smartsheet), and maintenance management databases.
  • Methods, practices and techniques of work order scheduling, with emphasis on computerized scheduling and tracking systems.
  • Heavy equipment and power tools used in public works operations and maintenance; and
    Practices, principles, and procedures of risk management and analysis, loss control and contract administration. 
  • Legal requirements and regulations applicable to the area of assignment.  
  • NIMS Incident Command System for emergency response.

Ability to:

  • Provide a vision and leadership to the assigned workforce.
  • Plan, prioritize, organize, manage, assign, inspect and evaluate the work of others.
  • Effectively manage, train, plan, evaluate the work of others and hold employees accountable for results.
  • Track and further advance the district’s safety program and risk evaluation for staff safety beyond meeting OSHA requirements.
  • Train employees in the safe and effective use of equipment and chemicals.
  • Write work reports and read and interpret technical manuals, drawings, specifications, and other technical documents.
  • Present information to staff, Boards, and public that affect the Operations team and/or the district.
  • Establish and maintain effective working relationships with other employees, contractors and the public.
  • Lead the development and administration of team goals, objectives and procedures.
  • Analyze problems, evaluate alternatives, and recommend solutions to complex operational problems.
  • Support and respect diversity in the workplace.
  • Recognize and keep sensitive information confidential.

Education, Experience, and Special Requirements:
This position requires the following:

  • High school diploma or G.E.D. Relevant college-level coursework and/or technical training preferred.
  • Ten years of progressively responsible experience in public works operations & maintenance, including four years of supervisory responsibility.   Experience managing direct reports who are supervisors preferred.
  • Valid state driver’s license
  • May be required to obtain commercial driver’s license 

Supplemental Information
Working Environment: Work is performed in both a standard office environment and in the field; exposure to variable and/or extreme weather conditions, flowing water, water-borne pathogens found in floodwater, and off-road driving conditions; standing, walking, driving, hiking, digging, and may be required to lift up to 50 pounds.
 
Position requires availability during evening and weekend periods on occasion as a rotating on-call supervisor, support community events sponsored by the district, and flood-fighting situations.
