Oregon State Treasury is recruiting for the position of Senior Project Manager. This position works as part of a four-person team within the Risk and Resiliency department. This position is one of two project management positions within the department. The focus of this position will be to develop, implement, and provide project management oversight and direction for a variety of projects. These projects will have an impact to the whole organization. Oregon State Treasury is the state’s financial services hub and manages an array of responsibilities including the investment of public funds and trust funds, issuance of all state bonds, financial and banking services for state agencies, running Oregon’s unclaimed property program, and protection of public funds deposits.
Past projects include:
Development and Implementation of the OregonSaves program, the first operating state-sponsored retirement program in the nation.
The construction and opening of the Treasury Resiliency Building, a U.S. Resiliency Council platinum rated disaster-resistant building.
A current project is the development and composition of a comprehensive Net Zero Investment Plan for the Public Employees Retirement System (PERS) investment portfolio.
Job Responsibilities
- Develop, implement, and provide project management oversight and strategic direction for a variety of high-risk projects with agency-wide impact.
- Actively manage project scope, budget, schedule, communications, risks and issues, and report status to sponsor and other stakeholders.
- Organize project teams according to project requirements; producing a work breakdown structure, outlining a project plan, and gaining and maintaining commitment from all involved.
- Assign tasks and delegate work as needed to both staff and vendors; also provide guidance to these duties.
- Facilitate status meetings, brainstorming sessions, requirements gathering sessions, project wrap-up sessions, and other meetings.
- Ensure team members understand their responsibilities during various project phases.
- Demonstrate leadership through facilitation and coordination of diverse teams.
- Use project management practices to mitigate risks across multiple and diverse projects.
- Serve as the primary technical expert for integrating project management practices into agency planning efforts at all levels.
Work Schedule
This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury’s office in Salem. The schedule will be approximately 90+% time spent remote with quarterly in-office presence.
Salary Range
$71,232-$109,392 annually.
This salary range will incrase by 6.5% on December 1, 2023 due to a cost of living adjustment.
Job Classification
This position is classified as a Project Manager 3.
This position is a SEIU represented position.
Minimum Qualifications for Our Position
- Seven years of professional level experience related to the class concept; OR
- Six years of professional level experience related to the class concept AND an Oregon Project Management Associate Certification; OR
- Four years of professional level experience related to the class concept AND a Bachelor’s degree in Business Administration, Management, Public Administration, or a closely related field; OR
- Two years of professional level experience AND Project Management Professional
- Certification awarded by the Project Management Institute (PMI).
