The Imani Center is a culturally specific program that provides integrated behavioral health services to Black and African American individuals. The Imani Center services address relevant and culturally specific topics including: Cultural boundaries, Impact of race on relationships, Behavioral health stigma for Black and African Americans, Identifying and addressing criminality, and cultural biases within the justice system and Health disparities.
The Imani Center Clinical Supervisor is responsible for the daily clinical supervision of the Imani Center’s Outpatient program. The Clinical Supervisor will formulate and guide the overall clinical philosophy, policies, and procedures throughout the program, and will have overall responsibility for ensuring that the program’s clinical services adhere to ASAM criteria, OARs, county and state contracts, and other pertinent standards.
This position oversees an array of clinical services to clients including, chemical dependency, mental health, mentoring, case management, outreach, and housing support. Responsibilities include clinical supervision of staff, maintaining a minimal caseload, monitoring integration and cultural appropriateness of services, and working collaboratively with inter and intra agency partners on the provision of services needed in all life domains to promote recovery and self-sufficiency.

Location: SE Portland near 20th & Powell
Minimum Qualifications:
- Must meet qualifications for:
- QMHP
- CSWA
- LPC-A or LPC
- LMFT-A or LMFT
- LCSW
- CADC II or III is required.
- Requires 2 years of post-graduate experience in mental health or behavioral health.
- Requires 1 year of lead or supervisory responsibilities OR demonstrated leadership abilities from an internal directly-relevant role at CCC.
- Must possess a current driver’s license
- CSWA/LPC-A or LCSW/LPC HIGHLY preferred.
- Must be registered with appropriate Oregon State licensing board to meet QMHP requirements.
- Ability to adhere to Central City Concern’s drug-free workplace which encourages a safe, healthy, and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
- Must pass a pre-employment drug screen, TB test, and criminal background check. This includes clearance by the DHS Background Check Unit.
- The OAR prohibits A&D program staff from having within the previous 3 years a DUI conviction or diversion, a felony conviction, or a conviction under the Uniform Controlled Substances Act.
- Current CPR certification required prior to start.
- Will be required to carry an agency cell phone for work use. Cell phone will be provided by Central City Concern.
- Must possess a current driver’s license, pass DMV background check and be designated an acceptable driver as outlined in Central City Concern’s Fleet Safety Policy. Must pass initial Annual Drivers training and then pass annual Recertification training.
- Must adhere to agency’s non-discrimination policies.
- Ability to effectively interact with co-workers and clients with diverse ethnic backgrounds, religious views, cultural backgrounds, life-styles, and sexual orientations and treat each individual with respect and dignity.
- Must meet CCC privileging requirements as required by FTCA.
Essential duties and responsibilities:
- Provide supervision, oversight, coordination, and support to all staff providing mental health (MH) and alcohol and drug (A&D) counseling and peer support, including but not limited to individual supervision and team meetings.
- Review and sign off on clinical documentation, including but not limited to behavioral health assessments, individual service and support plans, individual service notes, and conclusion summaries.
- Maintain and supervise all client records for the purpose of evaluation and program planning.
- Provide services to both Imani and Karibu program clients.
- Provide and document at least 2 hours of supervision per month for each full time staff supervised. The two hours must include one hour of face-to-face contact for each person supervised, or a proportional level of supervision for part-time staff providing clinical or other support services to clients.
- Use culturally sensitive lens to guide all aspects of administrative support/supervision, program development & service delivery, ensuring that the impact of socio-political & cultural factors are consistently considered.
- Assist with critical incident reports and critical incident debriefings
- Work as a liaison with the Health and Recovery Services business office for accurate and timely reporting.
- Participate in QI/QIC meetings. Work with Leadership Team to ensure all aspects of clinical work is in compliance with OAR’s, ISSR, and CCC compliance standards.
- Ensure clinical privileging requirements are met for all direct reports pursuant to CCC’s Privileging Policy.
- Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners’ and outside providers’ patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
- Attend all mandatory CCC trainings in a timely manner.
- This classification can provide clinical supervision to CADC-R, CADC I, CADC II, CADC III, QMHA, QMHP, and PSS/CRM credentials and can provide OAR supervision to licensed staff. This position has access to mental health billing and service records.
- Regular coordination of care with the Karibu Housing Team and Karibu’s housing supervisor.
Description of other duties:
- Work with Program Director to expand and maximize service delivery.
- Participate in evaluating clients for risk of harm and initiate Directors Custody transport holds when appropriate.
- Ability to work courteously and effectively communicate with clients, staff, general public, medical personnel, corrections personnel, police, and co-workers.
- Ability to work effectively with peers, individual clients and groups.
- Provide additional coverage, including direct treatment of clients, when needed.
- Assist with coordination of inter-disciplinary meetings with CCC and non-CCC providers.
- Perform other duties as assigned.
Skills & Abilities:
- Demonstrates knowledge and skills in counseling techniques as well as traditional and non-traditional treatment/service modalities for African American adults and the ability to maintain accurate records and necessary paperwork.
